Either of them can cause it. Try turning off whichever one you're using and see if it disappears. Or keep it on for the performance gain.
-go into your monitor settings and turn the overdrive down a bit,
-see if your monitor is set to gaming,
-check if your windows settings for your monitor are at least 60 hz.
some of this should help.
I'm not actually sure what the default settings are, but this is not from Nvidia settings. I'm talking purely from an in-game option perspective. Perhaps you need to take a look and see if any of the upscaling aliasing thingiemajigs are on.

Motion blur could be a cause? Maybe? Or screen space reflections.
