Car skin quality is broken

So for some reason, car visuals in my game are broken very often, and this has now happened during a early mission inside a Delamain car.

Its the same inside and outside the car. In addition, it's like there are two skins for the car layered on top of each other. When opening the door to the car, a normal, high quality door opens but a low quality door stays in place that I pass through. All other skins and effects (People, billboards, most other cars and bikes, smoke, guns etc) are all fine, but for some reason, car skins are broken. On top of that, I can't seem to enter most cars either, I walk up, press F, but it does nothing. I don't even receive the visual prompt.

might help to provide your system specs and the graphic settings.
have you done the basics ? there are many other older threads with people suffering similar graphical issues.

Im running an Intel(R) Core(TM) i5-9400F CPU @ 2.90GHz with 16 gigs of RAM and the card is a AMD Radeon RX 7800 XT which is the 16 gb RAM version with 6.0 in shaders. I was running the game on Ultra but ticked down to high on everything to try and fix the problem with no luck. Even going down to the lowest settings, the car skins are still janky and it won't let me enter them. I also turned off all mods and ran vanilla but no luck.

I've sniffed around but I cant find anyone with a solution or a problem exactly like this. Even google has let me down.

are you playing on an HDD? could be the cause. I'm replaying the game now that the DLC is out on an SSD and I've noticed the game is much more stable than when I ran it on an HDD a couple years back.

No, its running on an SSD. There's no graphical glitches any where else, its just the cars that carry this glitch, also, prompts on things like doors still work as well.
