Can someone tell me what the maximum level of attribute points is officially now?

Perks I think is 83, attributes is 59 after character creation where you allocate 7. This is if you own Phantom Liberty.

Vanilla would be 10 less attributes and 14 less perk points.

Sweet, according to that I can get nearly 4 stats maxed. Almost perfect, but good enough to do what I need.

You can max three trees (max is 20 attributes per tree), so you really need to plan ahead, but withing you can swap perks freely. But if you want to reset the perks, it is only once
