Depends a bit how much you played those 2 years ago. The game has always been worth replaying at least 2-3 times to try all 3 origin stories, play as both Vincent and Valerie and try different build archetypes attribute-wise. Given attribute constraints your perks can be reset so sub-builds can be tried on the same playthrough, just as all the story endings (via "one more gig") - so no reason to replay from start for that.
CP2077 2.0+ offers much more polished gameplay but the story/quest structure is still the same it was upon release. However, the perk system (as well as progression generally) has been reworked completely and it is worth checking out - I am still not sure I like all the changes but there are many purely positive additions, new mechanics allowing you to do new stuff. You can sort of enjoy all that after loading your old end game save but you might consider replaying from the start to be able to use the new mechanics in all the gigs etc.
PL DLC is definitely worth it if you liked the base game - it increases the level cap allowing you to fully develop your builds, offers new region to explore which is rather unique, interesting, well detailed and visually interesting (very cyberpunk) and ofc the dlc story - again, something different and depending on how you like it worth going through at least once.
So, definitely go for the DLC and choose between starting from your old end game save vs. starting from scratch depending on whether you have already explored everything about the base game story and whether you feel you need some time to accomodate to new perk etc. system.

partially true. It's not much different than 1.5 was except for the new skill tree which I don't think is much of an improvement anyway.
