I figured out that if I exit the vehicle before approaching it, it lets you talk. Funny change, I never saw it drive off the edge before, so I was a bit surprised.
Happened to me in vanilla too.
After it saying "Guess I'll just have to do it myself then.", I had a choice of replies and it submitted. Could you have waited too long to reply? Don't remember being a reply timer on that one.
It could very well be that. Don't remember ever getting real close to the vehicle. A bit like the way you would react to a suicidal person.
Yes, it's intended for it to kill itself if you don't approach him fast enough.
If you approach him and keep near his front door, you can talk and save it.
This definitely isn't intended though, the dialogue confirms it, they just go on as if the car was recovered properly. Just had this happen to me, it just drove itself off the cliff, but quest completed, money received, talked as if it just drove away.
