Nudity censoring started part way through my new play through?

Got Phantom Liberty couple days ago, started a new game. I was able to run around FULLY naked (in first person, photo mode, third person riding bike, anywhere) for about 6 or 7 hours into play through.

Then today I realise my lower half added irremovable underwear? Like WTF I wanted to ride my bike with my junk flapping in the wind!

Maybe something was changed in my save file or maybe something in the code kicks in censoring after you get the robot for Dex. I can load my save from yesterday and go full nude in Lizzies Bar right before you meet Judy for the first time.

This isn't consistent so I don't buy the ♥♥♥♥♥♥♥♥ about it being a decision from the devs. Its a bug and I want my freedom back. I've playing with tried every setting for an hour. Also, my tits are still out so it's only half censoring??

This is odd. Maybe it depends on your location.
I haven't ever been able to run around fully nude without using a Hex editor on one of the archives.
