I respecced my old save, didn't like it, couldn't achieve anything close to what I used to have.
made another save from scratch, played through opening act and then some, still had no clue where my build was going and just decided to do the dlc skip-to save and am going from that, still don't feel like I know what my build is or what it will be, but at least it set me off with some decent stuff to play through the dlc.
How did they manage to.. make things worse?
B) There are major perks and minor perks. The majors are the "hub" perks, and especially the level 15 hubs perks - dash, crouch sneak, adrenaline, pyro etc A lot of the minor perks which surround them just add a bit to these. Many actually aren't that impactful (1).
Basically, work out which of the big things you want and go from there. For me dash is an absolute must have, crouch sneak and + stealth prob next in line, then more cyberware + pyro for mitigation. Then throw in whatever the perk (deadeye / obliteration / sharpshooter) is for the wep you want to use.
edit - (1) I seriously wonder if some of them are working. Having played around a lot with the minor perks (I run a hybrid build so have points everywhere) Ive come to the conclusion most aren't worth taking. Some though - like +10 mit per stack of pyro, +7% crit per stack of sharpshooter are essential - they're what make the hub perk work. It's a very mixed bag...
It's all about synergies now, and lets you specialise very far in certain areas, even changing your playstyle (looking at you, overclock).
If you read all the perks, cyberware stats, quickhacks and weapon bonuses, you'll find that there is always a nice buff, synergy or combo possibility you can boost by putting/shifting a few perk points here and there.
Since perks aren't permanent and can by changed on the fly you can play around with the effects and test them until you find something that works for you. New weapon, chrome or quickhack? Just change the perks accordingly to make most out of it.
I like that kind of system, let's me "self tune" like I would do with any other soft/hardware.
And I especially dislike the lack of any proper crafting perks in the TECH tree, which is now reduced to grenades/cyberware/tech guns.
Nothing like "you can now customize guns to choose from one of the million skins, or be able to remove the often useless mods". And don't even get me started on cars.
But hey, you can choose from 1000 pieces of clothes you don't see unless you ride a bike in 3rd person view or open the inventory.
That said, the game is still fairly easy once you get some key perks and cyberware, even on Very Hard, the game is only very hard in the beginning when the bullet sponge enemies take a whole mag in the head and still won't die while you die in two hits.
The stats and new perks all correspond to a playstyle now, so you kind of have to know what you want to do before investing too heavily (since stats aren't refundable but perks are).
I began playing with throwing knives which doesn't really come online properly until you hit the 15 milestone, but was a lot of fun once it did, especially when paired with stealth since netrunning is so much worse now if you don't spec into it as a playstyle (wall hacks before made stealthy netrunning stupid strong without really investing in it), the new perk trees look confusing at first glance but if you have a playstyle in mind you can quickly begin to see where it all links together.
Making clothing cosmetic was a nice idea but we already had the wardrobe so it's kind of pointless since clothing doesn't matter for looks anyway so the old armour on clothing stats didn't matter then either. Makes more sense now however, since a piece of clothing shouldn't protect you from gunfire unless it's specifically made to resist bullets, whereas having cyberware account for your actual armour makes a lot more sense in the setting.
What I hate however: the increased experience gain rate. I reached level 30 without even leaving Watson. Why have levels in game at all with such crazy experience gain rate.
Before 2.0 I kind of felt like I could play many "playstyles" at once, like, my V was good at many things at once, there wasn't really a point to go for a second playtrough.
Currently it's still kind of similar, but not exactly. My V is level ~50, I maximised "cool", "technical ability" and "body", my V is cool as hell, is great with pistols and throwing knives when it comes to combat.
I believe with Phantom Liberty level cap is 80 now? If so, there are more things to unlock for me, now I'm investing my points into "intellectual", so my quickhacks and hacking would be better in overall. While I still can be a master of all trades, at least it took me bunch of time to do so.
When the game came out I finished it at level >30 I believe, well I wasn't high level, but I was already overpowered and all boss battles felt like walk in a park.
So I feel like what they did with skills in 2.0 is so much better.
