What does Stamina do for guns?
Don't understand the 2.0 changes, but the second major perk for rifles is focused entirely on this, and the whole focus thing only manages stamina? It all just seems useless to me

Well, what happens when you run out? I've found I'm able to pull the trigger still without paying attention to stamina

You just do anything that requires stamina. In the mid/late game there are abilities that activate when you aim at full stamina.

Like what, not seeing anything in the reflex tree which triggers on having full stamina,

Check the cool tree. I should have been more specific. It is for snipers, pistols, and the like.

Honestly, it's a bit of a weird mechanic. As far as I can tell, as your stamina goes down, so does your accuracy. There seem to be loads of stamina conserving perks but I don't notice much difference using stuff like ARs, SMGS. Where it makes more of a diff I guess is with snipers/ precisions / handguns - you can't get deadeye under 85% - but tbh I'm usually stealth headshotting bods with those then moving on so it makes even less difference. Just ignore it.

Stamina affects weapon sway, recoil, and bullet spread.
