Need help with the talk to the nomads optional quest.

For starters, does it change anything? As in, is the mission / ending somehow affected if I don't finish that quest before talking to Panam? I'm considering skipping it because it's bugged.
Thing is, I've talked to all the relevant ones and the quest just won't complete.
I've done the tank drive and the talk with Mitch. Talked to all the yellow text nomads in the camp, quest won't close.

I am pretty sure you just need to finish everything with Panam, you will get an achievement too to help make sure it was the last one then you can select Aldecados to help at the end and then go be with your companion.

The people you need to talk to before Panam are:

• Dakota
  
• Benedict (if he's there by the food truck)
  
• Bruce (if he's there in a chair by one of the tents)
  
• Jake a.k.a. Scooter (if he's there playing guitar on the couch around the fire)
  
• Bob, Teddy, & Carol at a table (make sure to listen to ALL their conversation outside your dialogue with them)
  
• Cassidy (by his truck & be sure to shoot the 12 bottles in 15 seconds w/ him)
  
• Saul
  
• Mitch

I have depleted all their dialogue.
Didn't get all the bottles in time but that's probably not required.
