When is best time to start DLC?
I am level 46 and haven't started the voodoo boys quest yet but didn't know whether to start doing voodoo questline or start the DLC. I figured playing the DLC too late is pointless as it must be better to unlock those relic perks etc to make the game more fun right?

At that level you'd probably be doing just fine in the DLC, keep in mind max level is 60 so you still get some time to finalise your build while playing the DLC, but at 46 your build should be more than online.

My first play of PL was with a maxed character, completed the game prior V2. Most drops were Gold with random Purple. I rarely saw Blue, Green, or White.
Another save post PL and that skipped to PL I saw a drastic decrease in quality of gear. Only start our with $20k eddies.
Another save from the start after V2 but prior to PL, saw similar results as Save 2. Haven't gotten far in PL on both. If you want the best drops overall, you have to do part of PL and when you can leave, LEAVE and do other things to get around lv50 before coming back.

One thing, you need to complete the Voodoo Boys questline at least as far as meeting Alt to start Phantom Liberty so the question of which do do first is kinda answered.

I did everything up to meeting up with hanako (i.e., did not go inside to talk to her). At that point, I went to dog town.

At 40+ you'll probably hit max level from all the XP gained from PL, so get to it.

I'm about 90% through my first playthrough of the PL content. Well my 1.5 times through the content, as the first time around I didn't know about the Chimera core bug that will corrupt your save games and ultimate cause the game to just crash. I was well past the Voodoo Boys content and had basically done Panam, Judy, and River's sidequests as well, only to be at the point of helping Goro, when my save game got borked. I'd dipped into PL for about 4 of the main questlines, and a couple of the gigs and sidequests.

That was with a brand new V, starting at lvl 1. So for the 2nd time around I didn't want to replay all the prologue and Act I content, so I used the level 15 pregen who has progressed through only the main story quests. Not thrilled with all the choices that pregen selected, as it locks out some content and choices I'd have liked my character to have had.

But anyway, I do sort of wish that I'd continued with the main content and not just focus on the Phantom Liberty questline. I've read that there's some crossover, and I wish I had known that a bit.

Since I know I'll be replaying all of this again at some point with different background and sec for V, I think I'll again start from the very beginning and do more of the Main story first before hopping over to the PL content. Possibly even up to the main questline point-of-no-return.

I do deeply love this game.
