I tend to just buy the legendary crafting recipes. Those are available for all weapons once the character has the proper level. If I use any non-iconic weapon, that is (which I don't - weapon mods are pretty useless in the late game IMHO)
Those only go to tier 5 though, not tier 5+ or 5++, so they are a waste of money.
Mods like Swiss Cheese, Equalizer, Vivisector or Chimera Core mods are definitely not useless at any stage. But it depends on what weaponry you use.
You can combine two mods of lower tier to make a higher one in crafting. But once installed, they are set forever, unless it's one of the Chimera Core mods.

Weapon mods are common enough that their availability shouldn't be an issue either. The current system only changes the game so that when you find that sweet tier 5++ double-moddable weapon, you'll actually need to think which mods to install. If you need to test things, you can always save the game before installing and reload that save after you're done testing.
