Overall the changes don't really add much to the game especially considering how in Phantom Liberty you can prevent police from tracking you, but it's not worse than the original.
Kinda, but in GTA the police has some meaning and is far from inconsequential, or at least it was so in the titles I've played years ago...
That said, I dunno how the MaxTac plays and what all kinds of responses there are. I read something about Afterlife mercs being sent after you? Maybe that was wrong. Anyway, I simply can't imagine those ever happening to me. I've had at most tier 2 warrant on me and it was really easy to shake off either by vehicle or by hiding and activating face camo thingy.
But they spwan out of visible range and ride in via car/bike.
They alse patrol the streets in surprisingly high numbers (but theres a mod to fix that).
Typically when you shoot a random dude on the road, a single car (or a bike) will show up after ~30 seconds. And the don't approach you, they go to your 'LastKnownLocation', so typically to the place you zeroed that gonk.
So if you just walk away and stay out of sight, they'll go there and be like "Yep, thats a corpse on the sidewalk. But it seems noone is shooting around anymore, so the order is restored and we can go home early today". (if you hide close by you can sometimes literally hear them say that). Which is a pretty good implementation of NCPDs work ethics imho.
Now if they spot you things can get nasty quick. Once they are in pursuit mode, they can be really hard to lose. Driving away can be an issue, depends on the traffic, they are fast. They'll call in reinforcment, build roadblocks...
Best thing is to run away somewhere they cant drive to and hide. Opical camo is great for that.
I think the system is perfectly fine, but I also never purposely aggro cops so don't know what a chase or a higher wanted level than 1 star is like.
I once heard a cop say "Don't even wanna find you!", when the star I got (from scaring civilians by shooting a criminal) went away.
Also, I was on a DEAD END road, and cops spawned in my back! I literally saw them just appear out of thin air when I heard them before they even were visible.
First I did a standing fight with the cops, later I did the getting chased. I loved the last, reminding me of GTA and NFS (Most Waned/Hot Pursuit). But in general it is not to bad, a little better than in the 1.63, although getting found and chased is a bit to 'fast'. Cops also do join a fight (against you) when you hit some bad guys near them. And with the unlimited cops joining from out of the blue, it becomes an endless battle.
Leveling spoiler:
1 star - Just some cops rolling in by car (easy to outrun with a car, and the barricades are easy to break through)
2 stars - More cops join (harder to outrun, because they also come from front, and side roads)
3 stars - Cops with heavy armour and shotguns join (SUV, and they try to block you harder than the cops)
4 stars - Robots join the battle along the rest (kamikaze drivers going straight for frontal in heavy SUV)
5 stars- Chaos with all above and drones
