Reed is not appearing for the mission Black Steel in the Hour of Chaos

I just now got to the mission, and when I walk into the abandoned apartment Reed is nowhere. He doesn't appear however many times i reload, and I cant finish this DLC.

I was going to the area where gunner was, i had to reload a old save to get it to work

did you ever find a fix? Ive looked online for hours and it seems like you are the only other person to ever encounter this bug. Its driving me beyond insane.

Save, quit to main, continue. That's how i did it at least, works like a charm. He's in the room to your right as you step onto the top terrace.
