The kings are minor arcana, which represent:
Swords: air, nobility, military, reason and intellect
Wands/Staves: fire, artisans, creativity and will
Cups: water, clergy, emotions and love
Coins/Pentacles: earth, merchants, material body and possessions

Assuming that the three you listed correspond somehow with classic characteristics, the fourth should represent the characeristics of his suit. Most cards of the Swords and Air suit represent some sort of trouble or difficulty, while the cups and coins are often blessings. So maybe you can guess at that NPC (I am not there yet).

Alex, it's on the wall where you meet her.
The author of this thread has indicated that this post answers the original topic.

Reed is Swords, Myers is Pentacles. Wands and Cups are basically just different fates for Songbird.

It was my understanding they don't represent anyone, or rather all represent V and their choices in the PL branch in an obvious way.

Going into spoilers so don't read if you haven't played the endings:

From what I read of swords , in this case it mainly represented justice and structure, and it's the ending you get if you decide to turn in Songbird after learning she betrayed you. Maybe it is Reed-aligned, but I also see it as imparting your own justice as you basically did all of the work only to be betrayed. So-mi also goes into a state where she can only passively accept your judgement.

Cups, from the main branch the story could take if siding with Reed, represents emotional balance and diplomacy. I interpreted this as trying to please everyone. The game then, of course, twists this outcome tragically.

Pentacles. Wealth and abundance. Straightforward enough. Despite everything involved in giving her back in this path, you chose to do so after playing through a scenario which basically leaves room for no other reason than your own gain.

Wands, and I'll just ctrl+v all the adjectives I see: Energetic, experience, optimistic, confident, strong, friendly, funny, charming, way with words, fearless, freethinking, motivated, action-orientated, proud, passionate, honest, loyal, lenient, dependable, protective, natural born leader, self-centred, controlling, hot tempered, taking control, daring to be different

...Which should also be pretty straightforward, especially: friendly, protective, optimistic, strong/action-oriented, fearless, freethinking, dependable/loyal, taking control, and daring to be different.
Songbird was designed at every level to evoke sympathy and empathy - maybe even to the point it defeats the moral conundrum. But still, you chose to give up a guaranteed out for another person after risking your own life and being thrown under the bus for it, albeit regrettably by said person. Even after knowing it's well within your rights to take it, and after growing up in a city whose system is designed to turn you into an apathetic gnarled prune, this is to say the least daring to be different.
