Personally i am partial to throwing knives for a stealth build. They have quite a lot of damage, are silent by default and once you invested in them, even "instant return".
No "stat" benefits a netrunner outside the Intelligence tree, with the exception of Body (if you plan to use Overclock) or Tech (so you can chrome up more). Both body and Tech will open doors for Stealthy approaches.
I played a stealth netrunning V for 2.0 and Phantom Liberty. I would end up running with 2 knives and a Pistol in the end. Pistol was largely a "oh ♥♥♥♥" weapon. Once i had the Juggler ability i exchanged one Knife for another Pistol. I also never even needed the Overclock. If you are stealthing you aren't in a hurry anyway.
You want to invest in the cyberware that gives extra RAM (which means Smart gun mod, as it gives +2 RAM) and probably use an Arasaka Cyberdeck. Imho there is no point in using Sniperrifles as Netrunner. Your quickhacks are much more potent at distance than the Sniperrifle and if things go sideways you want something for up close.
Knives do as much damage as a Power Revolver, but don't need to be silenced... and while i didn't compare it to the Sniper Rifles... once you invested in them and have level appropriate gear you will one shot enemies with 2 healthbars. Not to mention that they will poison (with Talent or depending on your knife) and potentially bleed the enemy. So even if you don't kill you likely wound them lethally. And if you deafened them, they can't even call for help.
I mean, I am not saying.. don't use a Sniperrifle... i just don't see the use for the Netrunner. If you have PL DLC you can get an Iconic Sonic Shock quickhack that uses 2 RAM to deafen the enemy... and then you can layer on 2-3 other quick hacks and just delete someone... and they'll be more assuredly deleted than your Sniperrifle. More so, because you can also just upload Contagion to a group of enemies and it will spread in proximity even if they hide behind cover.
Up close a high powered Pistol or Knives... and you are good. I would leave the Sniperrifle for a run with a more gun focused playstyle. If you plan to sneak and hack then Sniperrifles ain't that hot. Much better to either kill people with Quickhacks at a distance or use Bait and Request Backup, as well as Distract Enemies to lure the enemy to you, then Memory Wipe them and knock them out, drag them to cubby and hide them. Long range murder always results in alarms being raised.
Cool and to a lesser extent Reflexes do help if you want to go with critical damage hacks. And any kind of combat situation benefits from dashing enabled by Reflexes.
Throwing knives are all fine for stealth, but pistols are better because there's no delay in firing again at any point during the game. You don't need the silenced revolvers of old; several pistols like Tamayura or Nue more than match their damage. You'll also have more armor penetration with pistols than thrown knives IIRC, though I'm not sure how much it matters for stealth headshots.
Anyway, the best way to stealth with hacks is to use the Shadowrunner perk and tier 5 System Collapse. It's bugged to provide RAM discounts even when you're not being traced so you can repeatedly knock targets unconscious or make them Suicide with very little RAM. The iconic version of Collapse is bugged worse so don't use that. The ninjutsu stuff from Cool can be very useful since you can sprint crouch for quick takedowns.
Otherwise, thanks for the ideas, I'll look into tech tree a bit more.
I don't think i wanna go for knives as I'm only good at stealth from a distance rather than up close (I'm bit of a clumsy player) hence why I'm interested in sniper rifles for distance stealth should have shortage of RAM to kill enemies in one cyber attack or if I decide to avoid quickhacks altogether. I really REALLY dislike that QHs are now traceable, I much preferred tormenting enemies undetected from before. Personally for me, this change is an unwelcome one; it prompted me to think of having sniper rifle as an alternative should I have an issue taking enemies out at a distance with QHs
Sonic Shock and Memory Wipe both ensure that any Quickhacks that go onto them during their duration are non tracable.
Even without the Iconic Sonic Shock its only 4 Ram for the regular one. So you put down a Sonic Shock, deafen them and cut them off from the network... then you lay on one or two combat Quickhacks... like say a Static shock followed by an Overload. If the static shock doesn't kill them the overload will.
With time you learn which enemies you need 2 quickhacks for.. and depending on your abilities and if you run into the bug (that will be fixed in upcoming 2.02 patch) it will be enough to do two quickhacks. Towards the end of my run i would do a Sonic Shock + Overheat and that killed everyone. I purposefully avoided the abilities that would make my quickhacks jump to others, so i wouldn't start being detected by accident.
And yeah personally i first maxed the Intelligence then the Cool Tree and then went for the Tech one. Of course thanks to PL my max level was 60 not the base 50.
If you don't need to cool tree i would probably go Intelligence and Techtree. I wasn't to excited by the Pistol/Sniper stuff from Cool. But the base game gives you 1 full respec.
