this is basically starting after the transmission quest with nothing else done.
Yeah, and OP is has already progressed pretty far. It's better to continue.
The "Find out more about Evelynn" footnote extends for a lot of main quests beyond the initial few quests the PL mission starts you with.
I believe the reason is from the story in the base game by the time you get to PL you're well known, made a name for yourself and pretty far gone/desperate for a fix to V's problems.

after meeting takemura at the diner at the start of act 2 you are given 3 branching paths (rogue "afterlife"/ judy "lizzies"/ wait for takemuras call.)
proceeding down the judy "lizzies" path will enable PL.
you can completely ignore takemura after meeting at the diner in act 2.
