Considering V takes on multiple Cyberpsychos, some of which are even as heavily augmented as David was in the end.
The answer is "yes and V would win handily".
And V defeatus Oda, potentially Bryce and even Adam Smasher. The later which trounces David in overdrive.
Why is this even a question? The fact that V defeats Adam Smasher alone should answer this question.
People use Anime because it is a different art style, not only is it different story structures but also different art media in the same way people distinguish abstract paintings from abstract expressionism.
But more importantly, and why most people do it outside the fan scene: It is shorter than cartoon. Not only is it shorter in terms of letters but also in terms of syllables.
Yeah, imagine why people not only wish to distinguish artstic genres but also prefer shorter words.
You do you, but you are limiting yourself for no reason.
Smasher eats David. V then eats Smasher.
Who is the biggest fish of them all? If you can answer that, you have the answer to your question.

my bet is on V, since well the entire game we're playing as a solo merc that can go 1v1 with a lot of people, the Don't fear the Reaper ending is a pretty good example of what V can do
IDK about that. Blackhand fought a way less borged Smasher at the Arasaka bombing and while we don't know the exact details of how that shook out, Smasher survived.
There's very little chance that a pragmatist like Blackhand would leave one of his most dangerous foes alive if he had any choice in the matter.
And again, V kills Smasher, with way more chrome and an extra fifty years or so of combat experience. And in Don't Fear The Reaper they storm Arasaka alone, something that Blackhand took two teams with Militech backing to do- and he still couldn't kill Adam. V is basically the strongest character in Cyberpunk history.
Against David and V? No way.
V, canonically, is considered to be the strongest solo - mind you, not necessarily strongest "character", but the strongest solo - who, dependant upon choice of ending - kills adam smasher single-handedly
while alt's interference renders smasher somewhat weaker than he was in the anime, "canonically" (i'm using this term more liberally here) V only has rudimentary augmentations - the ballistic coprocessor, kiroshis, a cyberdeck and basic telecommunications
they are far, far less chromed up than david was even if you ignore the exosuit
smasher literally said it himself, david wasn't anywhere near as special as he thought that he was: he's not V

David Martinez at its ep 10 peak would put up a good fight, but would go down eventually
I unfortunately watched the anime and that's a couple hours of my life utterly wasted that I'll never get back. It just sucked, nothing but cringe nonsense full of irritating and unlikable characters.
The only good bit was watching Smasher kill them all so we wouldn't ever need to see them again.
