Unattainable achievements.
I don't have the DLC but steam is still showing the DLC achievements. This means that I cannot get 100% without buying the DLC. Annoying because I wasn't planning on buying it for a while, but I still wanted to go for 100% in the mean time. I've never seen a game do their achievements like this.

Most games that have achievements and expansions have ones that you cannot get unless you get the expansion, which is the solution to your conundrum, buy Phantom Liberty.

Most games make it so that you only gain access to DLC achievements if you buy the DLC. I've literally never heard of a game giving you achievements that are DLC exclusive even if you don't have the DLC.

Not sure what games you play or on what platform, but it is a very normal thing for achievements to be added for dlc/expansions for a game you own even if you don't own said dlc. Just 100% the base game and then the dlc later when you buy it. Regardless if the dlc achievements were there or not you would have to reach 100% completion twice anyway when you get the expansion.

Maybe it's because I am more used to getting 100% on playstation then because on there DLCs are not required to get 100%. PS's system is much better imo and I don't understand why other companies don't do it the same way.
