Low GPU and CPU utilization
My GPU utilization is typically only 60-70%, and my CPU utilization around 70-80%. Running an RTX 3080 and i9 10900k. Getting really poor performance given my setup, can't even hit a locked 60fps at 1440p (ultrawide) with optimized settings and RT turned off. DLSS doesn't seem to be helping hardly at all - GPU utilization drops when DLSS is enabled, so my FPS ends up staying about the same.
Any suggestions? Or is it something that needs to be patched? I don't have this issue with other games. I'm on the latest Nvidia drivers.

Your cpu usage is pretty high. Maybe an issue with your GPU. try latest drivers.
I have an AMD rig 5800x3d. OC formula 6900xt. Wiill run full ultra 4k 60 fps with a couple of settings lowered. Can run medium ray tracing settings at ultra 1440p 60fps using intel Xess.
Sounds like you have an issue somewhere. You might wanna try a full system reboot. Wipe everything and reinstall.
Edit to get my gpu to run close to 100 percent meant just turning everything up to 11.
Dropping down to 1440p will lean heavier on CPU. thus lower GPU usage

My setup is basically the exact same as yours but with a 5900x in place of the i9. Been having the same issues exactly. Also playing in UW.

up your graphics setting so the gpu can get utilized, maintain a balance. going full fps optimization will just bottleneck since the game is very cpu taxing

The best thing I did to gain performance was simply get GeForce Experience to set the specs. Then, maybe tweak one or two things. But here's a few adjustmentsyou could try as I have a similar setup.

1: Disable motion blur
2: Turn off film grain
3: Set DLSS to quality
4: Turn on RT but disable the alternative options and enable on by one to see performance
5: Set crowd to medium
6: Set Vsync to a max of 60 and a minimum of 50
7: Don't choose "psycho" mode for any RT.

Just a side note: Sometimes I get a few frame drops, an alt+tab to windows and back into the game seems to solve that.

I play at the same settings and I have the same gpu minus the ultra wide and cpu (i7 10700k). I average around 88 fps in Cyberpunk. Some areas will jump up to 120 or so. The ultrawide may be what's causing you the performance you're getting.

You know what? I take that back. I just remembered the 2.1 update messed up performance for everyone.
