Cripple Movement I found to be quite effective.
Truth be told, i specificaly switched to Sandy few times before Cyberpsycho and ♥♥♥♥ that thing. It helped in exactly no way, shape or form. If something it got me killed because trade-off from Cyberdeck is simply way too bad and not worth it. Being delegated to Sandy+melee or ranged with no CC against fast moving bullet sponge with insane damage... yeaaaa
If your gun is enhanced with Chimera’s explosive shot mod, that work too
If you fight someone with sandy melee, take out your own melee, counter them, they get stunned, take out your shotgun and shoot them in the head.
Maybe don't skip the tutorial that teaches you how to fight against melee next time?
... or i can skip poorly made melee combat system altogether, get the broken bulletsponge stuck somewhere (or introduce good ol box as cyberpsychos apparently cant jump) and be done with poorly designed enemy in matter of few seconds with Tech weapon.
Countering sounds good on paper, less so in practice on higher difficulties lol. Especially since half the time game doesnt register it, same with dodges/dashes where enemy hits just even when he is chopping solid air you left second ago.

You're using the wrong Sandevistan, then. I have a pure melee character on Very Hard swapping back and forth between the Apogee and the Militech Berserk and I've never had any issues.
Never had any issues landing a counter, either. Or just chaining Quake -> Dash/Air Dash -> shoulder charge and brute forcing the fight.
I hate when other people say this, but based on your posts here it sounds like a skill issue.
