I personally had clean installed CP'77 2.01 and while the game ran just as bad if not worse after updating to 2.02, I was still at least able to launch and play the game. Not sure if it matters, but I use the launch option: --launcher-skip
*inb4 others come in here stating that you've not provided any system specs (i.e. operating system, processor, graphics card, graphics driver version, or if the game is installed on a solid state drive or hard drive)
Your Link doesn't work, just takes me to a "community page" for the game...But yea, I dunno whats cleaner other then completely uninstalling the game, completely deleting its directory...
Then completely re-downloading it.
Ok... as for System Specs?
Ryzen 7 7700X
32GB DDR5-6000
Intel ARC A770 16GB LE
Samsung 990Pro 2TB m.2 SSD
Crucial P5 Plus 2TB m.2 SSD
Samsung 870 Evo 1TB m.2 SSD
Windows 10 pro.
Let me guess...
I don't meet the "minimum specs" for the game...
Just like Bethesda told me regarding Starfield.

Make sure to backup your save files. (saves are located here: %userprofile%\Saved Games\CD Projekt Red\Cyberpunk 2077\)
Disable Cloud Saves feature for Cyberpunk 2077 if you have it enabled.
Uninstall Cyberpunk 2077.
Remove:
Cyberpunk 2077 folder in your client’s directory (Steam, GOG, EGS)
Cyberpunk 2077 folder from here: %userprofile%\Saved Games\CD Projekt Red\
REDEngine folder from here %userprofile%\AppData\Local\
CD Projekt Red folder from here: %userprofile%\AppData\Local
Restart your PC.
Install Cyberpunk 2077 again, on SSD.
If you install the game on the same partition as you have the Operating System installed, ensure that the game isn’t blocked by Windows permissions settings -> install it on the drive root, not nested in some folders. Example path after installation: C:\Steam\steamapps\common\Cyberpunk 2077.
Copy your save files to the newly created Cyberpunk 2077 folder in the location from step #1.
Run the game and see if it helped with the issue you encountered.
Re-enable Cloud Saves feature if you want.

Edit: Someone in a different post mentioned also deleting "%userprofile%\AppData\Local\Programs\CD Projekt Red" if mods were used previously.
