NCPD Scanners in Watson

So it seems I've done all gigs and NCPD scanners within Watson but haven't gotten the achievement, are there any NCPD scanners outside of Watson that have a second part that goes back to Watson? Not sure why I haven't gotten achievement

Drive up and down all the streets. Some don't show until you are near them and if you haven't driven through that part of town they won't show.

Under Map you can Filter what Icon you see. For some reason Scanners are off by default. Also some Scanner are only popping off once you are done with "The Heist". :)

Hm I assumed I did with 90 hours in my first playthrough, must've missed somewhere lol

All gigs and ncpd hustles are insta unlocked with location's access. No need to drive to unlock them.
If you did not get achievement, you did not do all gigs and hustles. Simple as that.
As people already said, certain gigs and hustles are act 2 locked, just like last Cyberpsycho is locked by certain quest.

If you did not get achievement, you did not do all gigs and hustles. Simple as that.

I've done 23/23 with Regina, all psychos, and all NCPD scanners that were shown on the map. I'm well beyond Act 2 as I'm avoiding meeting hanako at embers

Well, I did this achievement recently, so it's doable. Street Cred 50 ofc.

Open map, press A few times until you get to Custom filter and choose NCPD SCANNER there.

Gigs are shown on the default dynamic map, no trouble finding those.

Some of the achievements didn't unlock as soon as I completed whatever it was. Certain ones took a minute or so later; others took several hours until it unlocked. I think it's a bug? Could also try loading/reloading the save to see if that helps.

In addition to the local fixer, Rogue usually has one gig in each part of the city as well which needs to be completed for the achievement to unlock. I don't remember if she has one in Watson.

I've done all local gigs in each part of the city, and haven't gotten a gig from Rogue in a while, but I think I did all of hers

Be sure to read the shards you pick up at the NCPD events. Some of them start another one. You may be missing those.

Yeah, some NCPD events lead to new ones, like finding Dirty Fred's stash or the Urn at the columbarium, and some don't become avalible untill you've completed a specific Gig or story mission.

Personally i woulden't fret about it. Just keep finishing gigs and jobs, check your questlog every now and again to see if you have any active you've forgotten about, and eventually you'll clear all of them.

Yeah, I remember there was a yellow quest that ended in heywood that completed it for me.
