I'm yet to start any of the VDB missions at all and am on the mission to make an offer with Maiko to the Tiger Claws to take over Clouds (whichever part it is immediately after Talking Bout a Revolution).
Be patient, sometimes it's fast, sometimes it takes a while before an NPC calls you.
This thing can happen with any NPC or even with Skippy.
In my actual playthrough, I killed more than 50 people with Skippy, 253 exactly, but Skippy didn't want to talk to me about Regina but after a very long time, he told me about his previous owner Regina.
In a previous playthrough, he spoke directly to me about Regina after 50 kills.

I restarted prologue act 2 because I couldn't find the erebus recipe at the space port, I don't think the reed choice has the erebus weapon reward
Did you side with Maiko in the conversation? Doing this will upset Judy and lock out her quest line.
False. Only happens if you accept Maiko's payment otherwise Judy is cool with you.
50 kills is when he's supposed to ask you if you're happy with the selected mode, telling you about Regina happens some time after that conversation.
Which would define the term "siding with Maiko"..? So... not false.
Sure, varying degrees, but as far as ending the quest line, apt.
You can side with Maiko during the conversation and still decline her payment afterwards so still false.
