I want to be be a cyber-ninja!

I’ve been playing a ton of NCPD missions and have 22 attribute points saved up.
This is how I want
to go into mission: I want to go in as a stealthy invisible ninja 🥷 choking out gonks, hacking cameras, and turrets. Then I want to switch things up and go into fast, slowing down time and slicing the remaining gonks up with my sword.

How do I make all that happen with a single character build without NG+?

With mods? Sure.

Without mods, you can't have a cyberdeck and a sandevistan at the same time, and switching them means a visit to a cyberdock. You might be able to put points into the skill trees you need to some extent for both, but you won't be able to get around the basic issue of having to change cyberware.

Like Drahknon said, if you wanna hack, you can't use a sandy (EDIT: without mods) but you could use the kerenzikov (time slows down for a few seconds when you dash with a bit of a cooldown... i think it lasts for about 3 seconds and the cooldown's 8 ish but somebody might have the actual numbers which i think vary by quality anyway), the synaptic accelerator (time slows down when your detection reaches 50% for a few seconds), and the reflex tuner (activates at 25% health) so there are ways to have slo-mo and hack if you want to although they're not as good as the sandevistans.

That’d basically break the balance. There are mods for it though.

I think there’sa mod to re enable achievements if you mod. Don’t quote me, search the nexus.

You actually CAN do what you're looking for without mods, but it's your wording that is making everyone say it can't be done.

You can't HACK the turrets & cameras while you have a sandy equipped, but you CAN manually turn them off if you get close enough with a Tech stat check (the amount of Tech points you need scales as you play). I'm actually doing exactly this - sneaking around, turning off cameras and 'overriding' turrets (they don't get turned off, but they regard you as a friendly and fire if you get spotted), and using throwing knives to take out cameras I can't reach.

Can i get an invisibility mod? A cloaking device? If i had one of those I wouldn’t need to remote hack.

There’sa cloaking device cyber ware that you can install at ripper doc that takes the place of your grenade. It is called Optical Camo and is under the armor section, like the dermals or whatever they are.
