NCPD Pacifica Beach bug

So there is a NPCD mission on Pacifica beach.
4 gonks are raiding an abandoned cargo container.
One of them is appears to be stuck inside a sand dune. He does into an aggressive state but I can’t see him. I can see his location on my map and i can hear him. I can even stand in the dune above his head but I can’t kill him.

Is this a known bug, are there any work arounds?

no workarounds known but that 1 guy isn't required to complete it, only looting the container.

I noticed some clipping issues. NPC's waist deep in the pavement. Inside concrete pillars. Nothing game-breaking yet though. I haven't had the need to try this yet, but maybe explosives would do the trick if they are stuck inside things?

2.02 bought a also a bug that cops and criminals are nolonger fighting. Not even when they are supposed to do so.

I saw this guy too, and couldn't reach him. But another place, another npc guy, also clipped under ground, i could reach, by climbing up on something close enough to him, so i could jump down and kill him. Only to find myself stuck underground, on a small platform, and under the gameworld :-D I decided to suicide jump down into the abyss, and much to my surprise, i didn't die, but were teleported up into the gameworld again. I love this game :-D

Are you sure that you don’t need to kill all the gunks for the achievement
“Greetings from Pacifica!” to pop?

I thought the NCPD won't actually send a reward for the job until all perps are dead and you've secured evidence.

I first noticed this bug in 2.00, sometimes cops didn't fight the goons who were shooting the ♥♥♥♥ out of me and go after me instead.

I had this bug too, I noticed the sand in the area seems higher than it used to be.

Oh, the stuck guy... I encountered one doing NCPD gig, he was stuck in a monument of sorts. Very annoying, thankfully I was able to shoot the little piece of him, that was sticking outside.

The vid clearly shows that originally there were no sand dunes!

Nope.😔 i tried scanning him through the dune and then hacking him but he doesn’t show. Grenades and bullets won’t penetrate the dune.

Yes I am sure as I have done that achievement and the npc has been that way for me since 2.0

This is what made me begin taking a tech weapon just incase everywhere. They can shoot through walls and such when fully charged. Apparently this sand hill counts as a wall and allowed me to kill the guy.
