Does hacking is broken?

I've unlocked the car hack perk, yet it's still showing every car hack blocked... wtf??

My first thought is maybe you don't have enough RAM?
Could be a few things though.. including a legitimate bug.

The car hacks don't always work in missions or during certain story parts of the game (if that's what might be happening).

As adema066 says, almost all cars that are spawned as part of mission or job, cannot be hacked. Most notable exception are enemy vehicles in pursuit during autofixer jobs.

To expand on what others have said, many vehicles are immune to hacking because the jobs they're involved in would be broken if they were able to be hacked. Most of the jobs are pre-2.0 so they weren't designed with vehicle quickhacks in mind.

It's unfortunate because these are the situations you would most want to use vehicle quickhacks in, so it really does diminish the utility of the ability.
