I cleared the quest after Ghost Town and had max Street Cred level for hours of playtime now, and in fact, I'm currently working on 'With a Little Help from my Friends' with Panam.
I appreciate the confirmation that those were the main requirements, but any other ideas of things to check or make it trigger?
On a side note: there was a shard with the car which I didn't remember from my first playthrough in 2021, which named the car as property of the Murk Man. I checked the wiki and found an entry "Murk Man returns again once more forever". I got the message the quest is done when I looted the shard near the car. But the cyberpunk wiki says that you can get the quest when you have cred 50 - but you have to check yourself where and when.
This is actually my first 'clean' run without mods too, so if we're all agreed that those were the main two requirements above then in my mind that leaves: finding the exact conditions to spawn the car in 2.0, bracing for the possibility of a bug, maybe I'm just very unlucky, or maybe all three lol.
(And I am going to try some driving mods, because the steering of the cars sucks. They behave not as if weightless, but way too light. I kinda had such an experience in real life, when my boss asked me to drive a new van for him. It drove as if the front wheels made barely contact with the road and reacted belated to the wheel, which caused me to oversteer a lot and drive in a light zig-zag. The steering was actually faulty, as the shop found out afterwards.)
Panam's questline was finished about a week ago in-game, I'm max street cred still, lvl 47, and I have no idea why it took this long lol.
Also as an aside to that shard mentioned, I found it IN the container with the car, so I really have no idea what happened here lol.
I posted a thread about this a week ago. - I had/have the same problem.
Will confirm if it is there now. (It's been literal weeks since I dealt with Nash).
Gotta get the NUSA Prez outta danger though...then off to the Badlands to see!

But yes, the above is good advice and is the best explanation for me 'solving' this as well.
At least in my past runs, the car used to be directly available after a certain quest. On my last run after the DLC's update, it definitely did not trigger as noted above.
Assuming you've met all the conditions, just check every few quests or so and it'll eventually be there.
Johnny's Porsche isn't in the container. The canvas sheet covering it WAS there; but when i pulled it off...no 911/930 underneath.
Johhny does all his dialogue; but no car to get into ultimately.
The 911/930 is there. Whew.
