So to make the most of the monowire you should build a high Intelligence character taking advantage of netrunning/quickhacks alongside monowire attacks to quickly restore RAM, which is the resource that you spend to use quickhacks.
If you have the Phantom Liberty DLC the monowire can eventually get an additional upgrade that allows it to combo even better with netrunning, although I won't spoil exactly what that is here.
Even after 2.0, it's not that great and heavily outclassed by literally everything else.
I just went with my guts but you find several 2.0 hacking/monowire builds on youtube. I think it always needs to be combined with hacking, monowire isn't for a melee only build, there are better options for that.
