2.01 - Access points automatically highlighting without perk??

I'm having access point icons show up without having the perk that makes them automatically show up or even scanning for them. I've disabled all my mods and it's still doing it. Can someone else confirm that this is a bug in the game or is this just happening to me?

Fairly certain it's base-kit with increased INT or a cyberdeck now, same with how the Ballistic Coprocessor now has the ricochet path from the removed Draw The Line perk as base kit.

EDIT: Just checked. It's the first perk in the far left tree in the INTELLIGENCE stat.

Yep. Thing is I'm getting the icons without having a point in that perk though. That's what I'm trying to figure out if others are having the same experience.

The game places the "hackable" icon over things nearby that are hackable and you've even so much as touched the scanner. Stuff in your direct line of sight also tends to do so, it's just like loot icons over boxes.

The perk doesn't just highlight them in your vision, it marks them on the minimap.

I cant seem to even tell what the difference between having the perk and not. Cameras seem to only show up on the minimap when im either looking right at them or when i scan them directly.
