Is my build bad?
For 2.0 I wanted to do this build:
Netrunner (Intelligence)
+
Shinobi (Blades)
+
Smart Weapons

Is blades worthless without Sandevistan?
I have a cyberdeck equipped.

Ehh, like you can, but its not exactly optimal, as Sandevistan is just a great implant to get in close without too much risk.

Katana is an absolute beast of a weapon, I use one and also prefer to have a cyberdeck. As long as you play it smart and watch your defense I see no problem with your build intentions.

monowires work better with intelligence/netrunner builds, not saying you can't use a katana but smart weapons, netrunning and monowires are like a complete set that have perks that directly affect/compliment each other. that being said monowires are an extra and wont affect your current build as you could use katanas too

I've been rocking a netrunner smart pistol build that uses focus, gunslinger reload and kerenzikov time slow.

My experience is that jack-of-all-trades builds are weaker overall. I would rather focus on one kind of weapon (including netrunner) and everything else is optional. If you go for netrunner, you'll have some attribute point decisions to make. I'd focus on intelligence first. After that, blades benefit from the reflexes tree, but cool has all of the sneaking perks that a netrunner needs. Smart weapons share the intelligence set of perks, so that's no problem. I'd say to go for sneaking in cool first, since you won't have a sandevistan to escape enemies.

@OP What difficulty are you on?

Might be a bit too squishy without body / adrenaline. As you also go for INT / netrunning the other option (berserker) for melee isn't viable. If your main weapon is the smart gun it should work though - especially if you use the Yinglong SMG. Slicin'n dicing lone enemies with the katana is nice though =) (for a full katana build you'd need more survivability - or a low difficulty)

If your using blades as a primary, it might get a little hairy at times. But if your planning to hack, then shooting from range and just pulling out a katana if an enemy get's too close it would probably work pretty well - I like to always have either a blade or a shottie I can switch to if an enemy closes me. They're a great back up for close encounters.

Yeah I would say it's less optimal because by going Blades you're "multi-classing." I have pretty much the same view as others here:

You already have a great best in slot melee weapon for Nettrunning and it's the Monowire. It scales and benefits from Intelligence/Intelligence perks and also has a lot of cool factor like Katanas. It also gives another hack slot for a control hack which is really useful (Cripple Movement, Cybernetic Malfunction or Weapon Glitch are best in Monowire slot).

Then you have Smart Weapons which are Intelligence scaling/Intel perked ranged weapons. Great.

But then you have Blades, which scales off Reflex, which doesn't really help anything else in your build even defensively. The midair dash stuff doesn't fit Netrunner mechanically really. It can work but the reflex perks take a lot of investment perk point wise, to allow you to shoot while doing such actions, which could be spent on more important defensive/netwunner/smart weapon perks.

You would be better off dropping Reflex and replacing Reflex investment with 15 Cool and taking the middle perk line for all the stealth perks + Optical Camo (which with relic perks, will allow you to break out of combat in addition to some covert hack combos).

Regardless, your main damage mitigation will be just killing things ASAP with smart targeting and hacks from afar. From my own experience, my full Netrunner build without Smart weapons (just Monowire) on highest difficulty, really only became almost unkillable around mid level 50s because I had enough perk points by level 53-57, to go full layered defence/stealth (20 Body taking full Adren line, 15 cool full stealth line, 20 Tech investing in Cyberware/Health Item use/recharge almost fully). Then just relying on quickhacks for offence and monowire as an emergency weapon and it works great. If i invested even a little bit of my perk points into Smart Weapons, my build would be like 50% more squishier.

For your build, kill them before they kill you will is the name of the game. You should be able to kill/own enemies faster than my stay out of combat super stealthy spam hacks build which you can still pull off. You just won't be able to take entire salvos of enemy fire when you mess up like my build. Which combines optimal Blood Pump investment with massive damage reduction/cyberware/stealth investment (except you probably could pull that off too, to a degree). :) :)
