legendary items
In update 2.0, are drop rates of legendary items impacted by difficulty setting?

Legenendaries (I think you mean relics) won't "drop". They are placed in fixed locations.

You are thinking Iconics. Which are something else. Legendaries are just T4 items with the yellow/orange tag
