Did they do a free Phantom Liberty Distribution?
I just went to buy Phantom Liberty, but steam said I already have it. I know I did not buy it previously. Any one know why it might be on my account?

I just checked the purchase history and it says I did purchase it today when I tried and thought I failed. I guess it was just a bug with the display or something refreshed weird. My bad. False alarm.

You can find out on that page when you got it and how.

Steam store means you bought it on the store, gift means it was gifted to you from another user, and retail means you bought a key from somewhere else, complimentary would mean free, but it wouldn't be the case in this scenario.

guess you didn't fail...YOu paid for it.Its not free.

After you conclude a purchase and you close the window there is a bug where Steam falsely displays a purchase problem warning.

Just go to 'activity' and see if there is a post about you purchasing the products or go to your account purchase history to know purchase status.

Yes. That is correct. I have purchased a great many products on Steam, and I have never seen it come up with an "this item is only available for gifting since it is already in your library," when I tried to buy something I don't own before. I think something just refreshed weird.
