I never understand why people like you feel the need to dunk on other peoples PC's? Shame on you. I get stutters on ultra even when the fps is stable. Trying dropping the settings to high and see if that helps.
there is a report about GPU nowadays, in order to make them work, you need a better CPU, all the tester in youtube all got gen 11 or 12 CPU, some suspect that this new GPU really requires a high end CPU to make it past 80 to 99% usage rate....
Yea he may be right but that is no excuse to be a jerk about it.
I personally upgraded my CPU first and then my GPU a year later. It's better to have a GPU that can't keep up with your CPU than the other way around. Fast GPU with slow CPU can end up as a stutter fest unfortunately.
Anyway..
DLSS will manage your rendered resolution and will determine your FPS. It's not even a bottleneck.
I have around 100fps driving around in night city with DLSS on ultra performance. Just Reflections and Ambiant Occlusion pretty much. Some shadows too maybe.

They arent in the same league, simple as that.
You dont even have to spend tons of money to get one that goes better with your GPU.
You severely bottleneck that 4070ti.
Atleast you play 1440p? if not, then you bottleneck even more. It is time for an upgrade of your other hardware.... people often do this mistake (buy a high mid tier new age card and pair it with low grade old hardware)
Something you could do, is lower everything that is CPU intenssive. Crowd ie.
I can get 90-100 FPS on my system based around a 4070 on 1440p and even more on the better system. The old system struggles more, but it can pull off decently.
The 4070 system have everything maxed out btw and DLSS on quality.
Again your CPU is a soon low end CPU from 2019...... note.. LOW END
So I am pretty sure a 3600 is holding back a 4070ti in cyberpunk.
Unless he's trying to play everything on Ultra with high Ray Tracing?
And as with every game if you're having stuttering issues or low FPS, start lowering all shadow settings first, then mess around with the rest =)
Believe it or not RayTracing does put more stress on the CPU as it has to calculate more stuff. That is the first thing you should change.
I have no idea about the stuttering though. It can be so many things. Have the game running on a SSD, NVME being preferable. Keep the game on it's own drive not the OS drive. Make sure Steam or game location is not installed in a program x86 folder as that sometimes can cause issues.
I dunno. You seem to be savvy with PC's so you might already know this. Suttering is really annoying though so I understand the frustration. I would rather play a game at 30fps with even frame pacing than a 60fps stuttery mess.
