how can you get satori katana early but still upgrade its damage to 1300+

i saw a video of the satori katana in the heist mission, but it said 154 damage, how can someone have it with a 600-1300 damage range? i know its upgradeable, is there something im missing,

Since it's iconic you can upgrade it.

so does the base damage of the weapon also increase with things like reflex stat upgrades

Did you look at the video before the 2.0 patch? Damage has been drastically altered across the entire game.

not sure when it was from, i just saw a video that showed how to get the weapon, where it said 154 damage, but a newer upgrade video of weapons showed it having near 1300 damage

Weapon stats only show the weapon's own stats and its fixed based on rarity. It's not going to add in you're own modifiers to it.
