Oh is THAT why their vehicles look that way? Geeze.
I may or may not be randomly quickhacking cars to make them suddenly accelerate just to add to the chaos. *shrug*
It's actually better than when the game launched, when vehicles were strictly on rails and they wouldn't drive around obstructions, and there was even one specific corner where you could watch every single vehicle bump into the same obstacle because the preset path was a bit too close to it.
The dude in front of you waits at green light and does not move, the dude behind your car hammers his front into your rear few times, and then drives into the wall.
He bangs the wall with his car until it blows up in flames, then other cars do the same.
A while later the entire street is full of cars, one of top of another, like a pile of dead bodies.
Everything is on fire, and all of that just because one car was blocking the green light.
There is no such thing as traffic AI in this game, there is A, but there is no I.
All scripts break lose all the time, including collision physics.
It's a massive mums spaghetti code.

I said it back in 2020: if this game won't release FINISHED AND COMPLETED, it never will be. I guess I was right.
one of my favourite pathing tests is starting an NCPD badge response on a narrow side street, especially a dead-end, then get behind a planter slightly off the street or an elevated building entrance with a solid wall or steps or something and stand still and wait... here comes johnnylaw in his armored cruiser, racing in, can't get close enough, slams the planter or wall, but not close enough yet to disembark, so throws it into reverse, slam, into another building, back into drive, slam... slam slam slam.. fire starts... slam slam slam... slamslamslamslam...
