Same, I'm running a 3060ti with DLSS and have most things on high/ultra. Make sure to turn on Hardware Accelerated GPU Scheduling. Could be a CPU bottleneck issue.
In fact, I started playing Cyberpunk with a 1660 ti and it was pretty decent.
Running a 3060ti with same great performance so far. The 3060 ti runs the game better than the RTX 2080 at much more affordable price.
I have a 1080p monitor. To try things out, I turned on upscaling to 2K + DLSS, now I'm getting 45-49 fps without any hitches or lags, plays smooth and stable.
Try rolling back to an older driver.
