This mod permanently removes the effect though.
If you still want to see it when it prompts, you can install the mod, load your save, save the game again, delete the mod and play normally.
This will fix this stupid glitch and won't remove the effect from the game permanently.

wait, so is this relic malfunction supposed to be in the game or not? I've been playing for hours and still doesn't go away, is this normal or not?

There's a bug that triggers if you take certain response with Johnny at the end of one of the Judy quests. This bug makes the relic malfunction permanent. The developers are fixing it in the next patch, whenever that is.

Another fix is if you don't want to do the mod or reloading a save is to do 2 side quests (super easy to do)

You have to go to the talking vending machine behind a garbage can in Japantown to the right of the stairs of that one Highrise (forgot the specific name but they're numbered on the map)

Check my last post. Its the fastest fix that I've found. (If there is a tech near the machine teleport home sleep for 24 hour and teleport back to the highrise, do the 1st quest, tp back home, sleep, and tp back to highrise and do 2nd quest and then the relic malfunction will disappear right away)

Right after you leave the club in the Automatic Love quest. Johnny will lay on a wall near the elevator

Huh, looks like there are different "starting points" - mine was as soon Takemura met Hellman in the Sunset hotel.
I tried to avoid to speak bad with Johnny then, but as soon the dialog was over, I went to the ground from that stairs (all was fine), but as soon I have opened and closed menu (day time was updated), and the relic effect has appeared. I ran back to the place of the passed dialog with Johnny, opened and closed menu - and the effect disappeared...
F5 F5 F5 F5 !!!! and now is fine.
Will be aware about Automatic Love!
