You loot or buy them once. They start with two charges each, which can be upgraded via perks.
only negetive is that the healing is capped at 60hp and then 12hp/sec for 12 sec i think it was.
They removed a lot of stuff that trivialized content. Being able to endlessly spam healing items was pretty broken.
If you're doing bulk crafting, I would expect that it's only for upgrading from one tier of components to the next so that you have enough to upgrade an iconic weapon or bit of cyberware, etc.
