After 2.0, the game became more messed up. Still trash.
No, I monitored CPU usage also, its like 40-50 % most times. I have the same GPU as you. Cant keep stable 60fps at 4K. Ran high settings, ultra, RT on/off, played around with a lot of settings and it just wont use my GPU and wont run at 60fps smoothly.
CPU load is only 20%. The problem is that the game's own optimization is trash rather than CPU bound.

Wait what? I'm running 4K at like 100 FPS max settings (RT off). Or the same FPS if I turn RT on max but drop to 1440.
What CPU you running? I'm going to guess AMD. Tell me if I'm right.
Yeah thats whats weird, it should be running much better. Fresh install, no mods. CPU is Ryzen 2700 Overclocked to 4Ghz with 32GB of RAM. Not old, but not new either. And with the CPU usage so low its not CPU bound by any stretch.
Settings -> Gameplay -> AMD SMT -> On.
You'd have to give settings. Sounds like upscaling (DLSS and FSR) or motion blur. Turn both off try again.
Ok so AMD SMT was set to auto, changed it to ON and ran the benchmark. 45fps average 4k high settings with RT on. GPU usage around 75% and CPU around 50%.
Turned the RT off and FPS went to 48fps average. GPU usage went down to around 50% and temps for CPU/GPU stayed below 50. Weird that Ray Tracing has little effect on FPS.
So no change with setting the multi-threading to on. Game crashed after I finished the benchmark and tried to go back to menu. Does that every time.
Yeah the benchmark crashing after run is a known issue. Surprised they didn't catch that happens on all machines.
I'm guessing you're CPU bound, although I agree it's pretty wild to not see CPU hit 100% then.
I'm on an overclocked 5800X. So 8C/16T.
One piece of advice I can give you considering your GPU is far superior to your CPU is turn off FSR or any upscaling. That is CPU intensive.
I'll help if I can, but what I do know is the 7900 XTX runs this game flawlessly. I got a massive performance uplift with the patch.
I dunno, I can try it, but it was one of the things I tried already. With the CPU usage and temps so low, I dont see how its CPU bound in any way. Its almost like I get the same FPS no matter what settings I use. I might just try to change resolution and see if that changes anything, just to see ya know. Should get a massive FPS boost dropping down to 1440p, right? That would certainly be CPU bound in a lesser resolution.
