Level Scaled intro missions are a bit hard
Currently doing The Heist mission at level 19 in very hard difficulty,
and I'm tasked with killing 4 high leveled enemies that take over 100 ammo to kill each with the best currently available weapon (all the enemies seemed to only drop really weak weapons even though they were insanely strong?)
And they're able to kill me in 3 shots with assault rifles, I don't think they really thought out about the level scaling past just the papers...
Of course not to mention that the game never saves in elevators and they detect me before the elevator doors open, so now I need to wait the like, 2 minute elevator ride between each attempt only to die within 4 seconds.

Edit since people seem to misunderstand:
The specific mission The Heist seems to have an issue where the level scaling does not correctly apply to the gear enemies drop on Very Hard, and since you're stripped off your previous gear, the enemies are given an unfair advantage due to the stat boosts they get.
This causes this section to be much MUCH more difficult than anything else in the game.
Combine this with the elevator ride being really long and not being able to save during it, you're forced to go through the elevator ride multiple times and dying basically instantly upon the doors opening which makes it incredibly unenjoyable.
I am NOT complaining about the level scaling outside of this mission, outside of it, it has been great and I haven't had any issues with it.

People were saying that the game was to easy & that it wasn't challenging at all but now that it is challenging people are complaining yet again i guess.

Change the Mode to easy if it's to hard for you..

unfair is not good difficulty, it's slapping you with a wrench when you only have a stick

You can change back to normal once you pass the beginning & take it slow on working on your character.

Wanted to do another very hard playthrough but ig I gotta do this mission in normal, idk why the drops don't seem to scale but enemies do for this specific part, only getting tier 1s with barely any dps when outside the mission I was getting consistent tier 3s from basically every enemy

Changing the difficulty doesn't remove the terrible fact that they added level-scaling and destroyed the game. I'll play at any difficulty without issue on 2.0, but this isn't the game I bought and paid for when it came out and I feel like I've gotten the bait and switch on being sold on some other game that I don't want.

Bruh people already though the game was broken befor. There were even people calling it "unplayable"

All i ever had was thugs spawning inside walls, or falling though the ground when i drop nades on them. Or when cars jump around.

Hey hey hey people,
I am not complaining about the level scaling fully.
Outside this specific mission it has been great, but in this specific mission it has not been fun, as enemies seem to have their stats boosted way beyond what the gear they actually are carrying.
I didn't notice this problem in regular gameplay, just the mission "The Heist".
Please don't derail the discussion as if it was about the entire game that was not my intention.

I noticed it a little bit with the mech in The Heist but not otherwise. (Very hard difficulty - I think I was about level 8 doing it). But that thing has always been pretty spongey.

Stuff hits a ♥♥♥♥♥♥♥ harder though and you have to be much more aware of grenades rather than being able to camp out on a nice sniping spot. Were the NPCs healing too? Pretty sure I noticed one of them trying to while I was 'stun locking' them to finish them off.
You know you have stuff like overload?

The Heist definitely seems to have the scaling way too high, if it was difficult at level 8, it probably just gets more and more difficult the higher level you are without giving you proper gear to deal with the scaled enemies? And yeah, enemies can heal now, it shows a status symbol above the enemy when they're using a healing item, that was the reason why they were taking over 100 bullets for me, was WAY more reasonable at normal difficulty

If the whole game is supposed to be level-scaled now, then that needs to include the weapons a mission forces you to use. If that's not what's happening, then that's a bug, and it needs to be fixed.

And all those things you mentioned STILL happen, with them removing some of the BEST aspects of the game.. LOL

For the Heist, I ended up resorting to stealth take downs, looking for at-level weapon drops and conserving/hoarding ammo along the way. The last two fights (parking garage and vehicle chase) were very difficult.
