Promised Endless Mode in 2.0

Is this endless endgame mode with infinite quests already available in 2.0 or is it something that will come with the DLC?

Do I need to start a new save to "activate" it?

So yes, it's only for people who buy the expansion and no you won't have to start a new game, although I'd recommend it as that's what I've done simply because 2.0 completely changed how everything works, feels nice to familiarize myself with the new gameplay this way.

the screenshot i took in my first post is from the cdpr redstreams where they talk about all the new features of phantom liberty, they are like 2 hours long so i will not link the videos here directly but i will link cdpr youtube channel for those interested

People i did check and 2.0 includes 100 new items weapons story quests and gigs
endless dynamic events, air drops vehicle missions, but another source
mentions endless events is only for dogtown.
