i do not have any cheats i litteraly just downloaded this after 2 years
If you never used mods, just go to %localappdata% and delete the CD Project Red folder, also can try to delete the small bin/engine/r6 folders in the game root and verify files afterwards to redownload the few files, because maybe the update corrupted some file there.

I'm having the same issue and am assuming that this may be one of the causes. I did a fresh install of the game (did not have it installed for quite some time) for 2.0. I disabled all my mods and didn't have anything additional running with the game. But once I reached the tutorial, I found that everyone was immune to damage unless it was a stealth kill, explosion, or a melee attack against my character. I could deal no damage unless it was via a grab.
I *removed* the mods using Vortex, but the issue persists.
EDIT: I've confirmed that, for me, this was exactly the issue. I'm not extremely knowledgeable when it comes to modding, so I didn't realize that having Vortex "remove" the mods didn't really remove them. I checked my game's folders and there were at least a dozen files left over from the mods (such as cyberenginetweaks). They were very noticeable since I haven't played the game in such a long time, so I deleted any file with an install date that predated my fresh install. I verified the integrity of the files (2 files came up unverifiable, but I cleared the download cache), reloaded my autosave in the tutorial, and everything worked fine.
