Brake - S
Steer - A / D
Handbrake - Space
Exit Vehicle - Hold F
Headlights - Alt
Switch Vehicle Camera - Q
Horn - Left Control
If these aren't working, I'd assume one of three possible things are happening.
1 - Maybe you're hitting the wrong buttons.
2 - Maybe you've configured your controls in a way that makes them unusable
3 - Maybe it's a bug.
If all 3 possibilities don't fix it, verify the local files, test it out, and if that's failed, reinstall.
If none of those things work, then you're probably just out of luck. Maybe your super specific combination of hardware makes it impossible to play?

Call for an active vehicle - V
Mark vehicle as Active - Hold V to access the Garage Menu, Select a vehicle by pressing F
Radio On / Off - R
Radio Menu - Hold R
Switch Stations - Arrow keys UP and DOWN
Select Station - F / Enter
thanks for the explanation but its just a bug a lot of people run into
yeh you are right that might be the solution seems that the dude is bugged who is supposed to ride with you in the car
