CP 2.0 w/ Nvidia 537.42 driver is pushing 71.12 FPS average, 49.49 FPS min @ 2560x1440 in the benchmark w/ the High preset, no RT, & DLSS to auto w/ FSR & XeSS turned off for me. Ultra seems too much for the 8GB VRAM to handle, RT also wasn't worth the hit for the small (honestly almost imperceptible) improvement in reflections on the 17" screen. After running through the benchmark a couple times on just about the full gamut of presets (tweaked to make sure it was actually using DLSS for dynamic scaling when I wanted it) I think this might be where I'll leave the settings for this laptop for best compromise between graphical quality & smooth framerates myself.
Runs pretty great on RT OD preset or RT Ultra w/ DLSS off @ 3440x1440 on my main gaming box w/ a 4090 & 7800X3D, but it damn well outta...
Now on SAME settings and 3070ti (which is I GUESS better than 2070s) I have lower FPS
So...yeah, not perfomance issue at all
If you're on an AMD CPU, change Settings -> Gameplay -> AMD SMT from Auto to On.
Sons playing on 3080ti at 4k sees 60fps constant.
CPUs in both are 13900K sitting at 40% usage.
Uses all your cores. Out of the box AMD CPU's use SMT. This is why you see things like 8C/16T (8 core 16 thread). Because there are two logical cores per physical core.
Cyberpunk has long had an issue using all cores when AMD SMT is on. That's why they added the setting and improved this in 2.0.
An easy example can be seen in Task Manager. Bring up the performance tab, click on CPU and look at "Cores" and "Logical Processors".
In your case, you should see 16 cores 32 logical processors. That means SMT is on and the setting should be on as well. If both say 16 then SMT is off and the setting should be off.
(I forgot to add that I'm using the GOG version, not the Steam version.)

Everything set to high or ultra, but none of the bells and whistles are turned on, no RT.
Benchmark has it at an average 85.2 FPS.
Actual gameplay has it being 80-90 when things are calm with some dips into the 70s when ♥♥♥♥ really hits the fan.
My new CPU was a recent splurge, I am extremely happy with it.
