NVIDIA driver update game ready for CP2077 didn't fix the problem or being more precise i had lot of stuttering and drops to 20 fps before drivers update and my first impression hasn't been very good

Not sure what you are doing wrong.
On my PC i have 2 NVME m2 disks 2 terabyte each and an R9 5950X with 64 gigs of RAM
I recommend resetting RTX and DLSS. Looking into mods could also be worthwhile, they might not be updated and could interfere.
Try lowering your settings to a mixture of high/very high instead.
8gb vram? if so you should not be playing with RT on ultra and 1440p.
Your GPU is one of the most ineffective high mid tier GPU´s I have seen in a long long long time (many generations)
Again my suggestions (if you wanna play 1440p) is to either put RT off or lower settings down to high (even medium)
Alternatively, you can put on film grain and motion blur, to get more fluidity (on low fps)
