Level scaling can be done well. Through the change of abilities, gear, backup etc. that NPCs will use. But in this case is just a tweak of health coefficients when spawning enemies.
Is it bad to the point that it makes the game unplayable? No. Is it bad to that moment that it really makes me ask "Is CDPR just another AAA Moloch that will do always just the bare minimum?" I really thought about cancelling my preorder of PL, but AFAIK the main things that I play CDPR games for, writing and characters, are still the top-notch quality even for the expansion. Game play systems simply seem to not be something CDPR is good at and that's how I approach their games.

Your power comes from your cyberware and skills not levels now.
Furthermore, the design of this game as a whole does a lot to prevent the feared Oblivion possibility of becoming unwinnable because you leveled up a few times with non-combat skills because there aren't enough non combat skills to level here.
