DLC is minor stuff. The Victor clothes, the alt Johnny outfit, a few vehicles, etc. Those are free.
Phantom Liberty is an "Expansion" and not free.
Expansion is paid.
The "DLC" and "Expansion" terms CDPR uses is nothing new to them. Witcher 3 has the same wordage and those expansions were great.
DLCs for the game are free and several have already been created and given out.
An expansion is way more than that and is not free but paid for.
