Can't Enable Ray Reconstruction?

I have an RTX 4070, but I can't enable Ray Reconstruction for Overdrive mode. The toggle for Ray Reconstruction is literally greyed out. Why is this?

you have to enable path tracing at the bottom off the graphics menu for it to work.
