I don't see any ghosting in the faces. Again I see the ghosting effect in the hair when moving quickly. Here again comparison pictures.

So in my comparison images I intentionally set the FOV from 100 to 70 so that you can see the differences better. I even adjusted my graphics settings so that you can compare it with the other images above. I usually play in 4096x2160p with DLSS set to automatic and sharpness at 80, as I mostly play from the couch on my 65 inch TV and sit further away than I do right in front of the monitor where one or two things are noticeable between the DLSS quality DLLS set to automatic.
Actually I don't have any major problems. My graphics card is the Pallit Gamerock RTX 4090 and I play with Framegen on, DLSS on automatic, sharpness on 0.80 (you can also set it to 1, but it looks oversharpened). My resolution is set to 4096x2160p.
So you still have a 1080p monitor? If that's the case, then try DSR with a factor that gets you closer to 1440p up-rendered or 2160p up-rendered in the Nvidia system control pannel (Manage global settings under 3D settings) to upscale the resolution, maybe it will work against it but it could also be worse as I don't really know whether DSR works properly in combination with DLSS.
Your pictures cannot be viewed because your profile is set to private or the pictures are set to private. But that doesn't matter now and yes, there are some areas where there are severe frame drops here and there. The Roundabout in the city center and the park near the roundabout in the city center in particular eat up the FPS at certain times of the day.
That's why it's not advisable to set everything to psycho, as the psycho settings eat up much more performance than you get any noticeable visual added value.
Something like screen space reflections can either be turned off, set to low or medium, as with ray tracing activated it only plays a secondary role and is no longer really noticeable.
Ray tracing can be set to Ultra instead of Psycho because the differences are also hardly visible.
In your case, with a monitor of 1440p (WQHD) or lower, it is definitely good if you set DLLS to quality. Back then (2 years ago) I had a problem with my previous graphics card (RTX 3090) in combination with a WQHD monitor that made the image seem a little blurry. DSR then ironed this out a bit with a factor that rendered up to 2160p and made the image appear a little sharper. But as I mentioned before, I don't know whether this still works with the newer DLLS versions. From the pictures you shared, it doesn't look that bad. That's a matter of taste again.
With all settings I’ve tried the game is soft blurry and round looking mess, there are no sharp edges on anything except weapon models.
It runs much better than 1.63 but looks much worse.
I did a fresh install too.
The OP's pic before and after path raytracing matches my experience as well.
I am using RTX 4080 with 1440p monitor and no HDR
Enabling path tracing or ray reconstruction results in a noticeable downgrade from RT ultra/psycho.
