I'd personally guess it will be as the livestream tomorrow ends, so something like 5pm CEST. But it's just a guess.

Only asking because I am going to download the game after the update is released. That way I don't have to download the base game and the patch which is gonna be 10's of GB's separately.

They said it would release on the 21st, and assuming that they're going to do a global release time like phantom liberty, you can calculate your local time according to 12 am GMT. So roughly 4 hours

people have guessed around 12pm since thats around the time they usually release them, but there is also a live presentation by CDred that day so it may be after that around 4pm. est.
